It is proposed to conduct a large full scale simulation exercise that will involve an earthquake of considerable magnitude in the Hellenic Arc that will not only cause substantial damage from shaking but will also generate a devastating tsunami locally and a moderate tsunami elsewhere in Greece and the Mediterranean. This is a scenario similar to that inferred for the 365AD event off SW Crete. The event will overwhelm emergency response in Greece. Based on a thorough risk assessment study, large sections of the two main cities in Crete (Heraklion and Chania) will be impacted, while the tsunami may devastate areas in the southwest of Crete. Many other islands and locales in Greece will feel the earthquake. The project will include one full field and one command post (table top) exercise in Crete that will be evaluated according to a formal assessment methodology by reps of the EU CP mechanism. While the exercises are in progress, the scientists of the team will further complicate the matters for emergency planners by introducing additional events, with the objective to test the local capabilities to their breaking point and overwhelm them so they will have to seek immediate help from European partners. Intervention teams from France and Cyprus will come to assistance
